Tsubasa: Those With Wings

Clear your mind and imagine yourself in a barren, yet steam punk-ish world. Where a majority of the world is in dire poverty situation, but with the legend of Tsubasa - a wish granting commodity that can change the world of the individual who find Tsubasa. Tsubasa is set in a very changed Earth.
In this adventure fantasy story is Kotobuki - a reformed thief. She wants to be able to have a peaceful life, days filled with odd jobs and money for a full stomach. She didn't set out to find Tsubasa herself, but fate does lead her on the path of finding Tsubasa.
Joining her party and possibly into her pants or life is Raimon, a former military commander, who Kotobuki is very surprised and innocently accepting or refusing this relationship - very much an alternate police chases thief scenario.
If you have read Brave Story then this might be a similar read alike in aspects of adventure and secrets that would be realized. Another good read alike is Basara, since Tsubasa is set in a world that is not similar, and there are minor points of similarity with the female heroine, groups of supporting characters, and similarly written male leads.
Tsubasa is by the creator of Fruits Basket, so this will appeal to fans for that audience. Tsubasa also appeals to people who are into reading adventure type stories where there is exploration of possible scenarios that the characters can get into. There are three volumes to this short story, so be sure to check out it is short enough to read, and be entertained
